
Not only was nothing bogging down any of the CPU cores, but the system monitor CPU usage display was freezing up then restarting as it scrolled sideways, perfectly synchronized with the jerky mouse motion. I pulled up the system monitor and watched the CPU usage to see if something was using large amounts of processing power.

I soon found that there was a glitch in keyboard input as well, causing to miss keypresses and then sometimes register a double press when it un-froze. Then I noticed a very annoying periodic pause in the motion of the mouse cursor as I scrolled it around. Everything seemed fine until I got to the end of the process. There were no errors or reports of problems as I did so. I just learned that 19.2 has reached its end of life, so I used the Update Manager to progressively upgrade from 19.2 through 20 and finally to 21.1.

I've been using Mint Mate 19.2 (64-bit) on a Dell XPS13 laptop (uses an Intel Core i7). I see lots about systems freezing and crashing at seemingly random times, but what I'm seeing is very different. I've got a situation that I can't find with any search.
